Do not wait until enrollment is complete, because that misses people who could not progress. Keep the three-month recall window consistent across invitations, or replace it everywhere with the same locally useful period. ## How to Use the Responses Separate people who compared from those who did not have a choice or did not start. Among comparers, inspect the hardest feature alongside the main barrier and preferred support. A request for an explanation does not prove low literacy, and keeping an existing plan does not prove a poor decision. Use open comments to improve information, then test the revised material with intended readers before wider use. ## What the Research Adds Holst and colleagues (2023) studied 806 Dutch consumer-panel respondents. Their abstract calls for research on how people can be “better supported when choosing a health insurance policy.” The study found associations between insurance literacy and experiences of choosing; it did not establish that a brief support survey improves decisions.
