Report unanswered and not-needed responses separately rather than converting them to low ratings. If peer support was absent, ask the staff privately whether it was wanted before organizing mentoring. Count the development priorities, then check the written suggestions for a feasible action. A request from one coach may still matter even if it is not the most frequent response. Agree on an owner and review date for one or two changes, and tell coaches what will happen.
